DESCRIPTION
In India inclusion of civil, political and socio-economic and cultural rights in the Constitution and adoption of the protection of Human Rights Act, 1993 have been the important landmarks in the development and guarantee of human rights. Interestingly only two states, Assam and Manipur have so far established the state human rights commission in Northeast India. The author has made a detailed study of the working of these institutions since their establishment and provide us an in depth analysis of their role in safeguarding the rights of the people. Another important dimension of the study is the interface between the Commission and the NGOs. It examines not only the collaboration between these organizations but also examines the perception of the NGOs regarding the functioning of the Commissions. This study throws important light on the structure and working of these institutions in comparative perspectives. In fact no thorough work has so far been published on this important aspect of human rights protection in North East India. Hence the present contribution to our understanding of the role of State Human Rights Commission is immense and laudable.
