The constitution of India Guarantees the freedom to religion. The Muslim are free to practice and propagate Islam. They, like all the Indians, are free to author and publish Islamic Literature. The Islamic literature produced in India is enormous. It is unique because firstly, among the authors are Muslim and non muslims, orthodox and progressive and staunch fundamentalists & comited secularist. Secondly all sects of Islam e.g. Sunnis, Shias, Bohras, Ahmadis etc.
