India's Rising power has been harnessed over six decades of successful striving against challenges to territorial, political, social and economic integrity of the country. In the global milieu of power polity which we now enter as a mature player, the constant flux between bilateral and multilateral cooperation and competition is likely to impact further growth and development. Given continued vulnerabilities of a bubble of socio economic depriviation, there are unique challenges to India's rise lying in disparate fields. Thus security is incresingly assuming a multi faceted dimension to include societal, economic, energy and envirenment protection and so on.
For this purpose a joint security making framework at the national level by Integrating all these elements is essential .This will be sustained by the National Security Council Paradigm and would include all ministries, departments, departments of the government, the military and non military components of the state who would be in the new front line be it the information, trade barrier or an ecological disaster.To evolve such a paradigm a Study Group was nominated by Centre for Joint Warfare Studies, HQ Integrated Defence Staff, under the initiative of the then CISC, Lt Gen HS Lidder, PVSM, UYSM, YSM, VSM, This study group examined the current security environment and Its impact on India’s National interests, our responses in terms of decision making and evolved the characteristics for transformation in the future. A peer study of national security decision making structure in the United States, United Kingdom, Russia and Singapore Was then carried out to cull the best practices from each. Thereafter a number of suggestions have been made for Joint Framework for National Security which recommends a systems approach, integrating information technology based decision making grids and coordinating groups for core areas of debility. The strategies for implementation of the suggestions have also been provided in this seminal work on national security. |
