The Minimum Means of nuclear deployment and arms control patterns stem from the belief that deterrence is relatively unaffected by changes in the size, configurations, and readiness of nuclear forces. The overall goal of the book is to provide information about nuclear security activities and thereby reducing the risk of a successful act of nuclear terrorism. Its role achieving development of, and adherence to, legally binding and non-binding international instruments; developing international guidelines and recommendations acceptable to the international community; providing related assessment services, training, equipment and technical advice; and providing or facilitating exchange of information and related services.
