80% of the population of India still lives in the villages. India has been trying to develop its economy, policy and culture conditions through five year planning Commission which has different departments which look after the planning and implimentation of the various programmes prepared by the Full Planning Commission. So far India has implemented Ten 5 years plans in a period of fifty years. Though the Five Year Plans it has been possible to prepare model of development in all the Sectors and they have been implemented by the Bureaucracy of India. Recently efforts have been made to involve the people for the implementation of the rural development programmes through the panchayati raj system.
