The debate on conserving natural environment and people's livelihoods is a long lasting. There are sometimes seen mutually exclusive choices in the environment versus development. Yet countries need both infrastructure development and environment safeguards. To reconcile these two needs, new paradigms and alternative systems have to be considered. The measures taken are inadequate and cannot wholly prevent long term environmental damage. Yet banning polluting industries, or methods of aquaculture, or the import of hazardous wastes for recycling may not prove adequate solutions. One has to think some constructive solutions of the growing problems.
