The present book is an outcome of the author's meeting with the president, who after reading the earlier book 'Death Penalty' raised some queries. The President appeared to be not to happy about the way the mercy petitions were dealt with by the government. He is very much concerned with this issue and has urged the government to take a comprehensive view' on the merits and demerits of the mercy petitions, before making its recommendations.
