This treatise on Human Development is public enterprises is the outcome of an extensive independent research work conducted by the author in some of the public sector undertakings in Andhra Pradesh over a period of two years recently. The main thrust of this treatise is an evaluation of the various programmes of Human Resource Development undertaken in public enterprises in the light of the various objectives, and the lofty goals and missions laid down before them and the roles played by different personnel involved at various stages of designing, planning, organizing and implementation of these programmes. Incidentally several of the problems, some of which are indeed most vexatious, knotty and cumbersome, experienced in the course of initiating and implementing these human resource development exercises are also discussed thread bear in this treatise. Several suggestions made by the author to surmount these impediments and enable the entire mechanism of Human resource development in public enterprises to function in a most effective, meaningful and purposeful fashion, are also discussed in this treatise. Human failures have been attributed as the major factors responsible for the failure and even collapse of the several organizations in modern world, in every sphere of activity, not necessarily in the spectrum of business and industry. Enhancing the quality and productivity of the human resources in organizations have become the key factors, if not the cornerstones of any programme of human resource development in an organization. The choice of the right programme at the right time and the right persons for implementing it in the right direction with all the wisdom, vigour, earnestness, dynamism, and enthusiasm imagination, and innovative skills and competencies at the command of the management of the organization is the crux of the problem. Several clues are provided in this treatise to the top managements of the organizations to enable them to proceed in the right direction and reap maximum benefits from human resource development exercises, they are contemplating to launch. The importance of providing the requisite infrastructure, resource base communication network, feed back exercises, constant monitoring, reporting, and follow up for these HRD programmes and more than anything else, top management support apart from creating abundant opportunities for experimenting with the various devices/practices/processes during the post training period by the trainee participants need not be over emphasized here. The innate skills, competencies and drives required on the part of the management as well as the trainee participants to implement the various new strategies and technologies of development have also been quite adequately and satisfactorily discussed in this treatise. |
