The study is undertaken to cover five mandals of Amalapuram Revenue division, selecting villages on a random basis. As can be seen in this cyclone also, there are many similarities of other cyclones which had their impact on the low-lying area, of the coastal belt. As every cyclone tests the integrity of the preparedness of the people and the officials, this cyclone of November 1996 has its own version of havoc throwing a challenge for containing the impact on the people and the administrators alike.
