In the present culture of political turbulence and whirled administration, performance effectiveness has taken a back seat and personal motives and gains through collusion of politician and administrators have come to forefront, leaving citizens and administration gasping. But this negligence is too costly, as it is deteriorating morale of the services. Day by day shorter tenure of the IAS officers makes impossible for them to effectively perform their responsibilities. Significance of the present work is imperative and timely because it is no more game of numbers, it is no more a matter of quantity (number of transfers), but it is a crucial question impinging on the quality of administration. It is like virus-splitting of nuclea multiplies cell division, resulting is different chemical compositions and origin of new virus. The present work aims to study the mobility pattern of the IAS officers and its effect on their morale. The volume makes a penetrating analysis of the factors that trigger transfers in the highest service of the state in India, be that political, economical, social, cultural or psychological. The empirical data, throwing light on the high frequency of civil service transfers, is mind – boggling.
